Congresso Em Foco - Transparency Card
Congresso Em Foco needed to empower Brazilian citizens to combat widespread political corruption, which cost the nation billions annually. The challenge was to make complex government spending data accessible to the general public, enabling them to hold politicians accountable for their use of public funds.
Creative Idea
It turned mobile wallets into real-time public spending trackers, mimicking personal credit card notifications.
Congresso Em Foco's Transparency Card transformed mobile wallets into real-time corruption watchdogs by mimicking personal credit card notifications, making complex government spending data accessible and empowering Brazilians to monitor politicians and demand accountability for public funds.
Turning the Government Corporate Card Against Itself
Hacking the Native Mobile Wallet
To bypass "app fatigue" and the friction of new downloads, AKQA São Paulo utilized the native technology already present in every smartphone: the mobile wallet. By treating politicians like "service providers," the team developed a custom API that scraped the notoriously difficult Portal da Transparência in real-time. This allowed the campaign to "hack" the most personal space on a user's phone. When a federal deputy or senator swiped their official card, a push notification was triggered instantly to every citizen "holding" that politician's digital card, mirroring the sleek UI of fintech giants like Nubank.
Politicians as Unintentional Talent
The campaign did not hire celebrities; instead, it turned 500 federal politicians into the stars of a real-time reality show of corruption. High-profile figures became "unintentional talent" as their spending habits went viral. Early notifications caught representative Pablo Oliva spending $23,000 on a private jet, while others were flagged for gas expenses equivalent to five weekly trips between Brasília and São Paulo. This digital resistance launched exactly as then-President Jair Bolsonaro placed 100-year secrecy orders on his own spending, making the tool a vital instrument for investigative journalists.
Massive Scale and Civic Watchdogs
The impact was immediate and measurable, with over 432,225 active cards added to wallets and more than 20 million real-time notifications sent. Led by Hugo Veiga and Diego Machado, the project transformed the "maze" of government data into a democratic weapon. Beyond the 2022 general election, the Transparency Card remains a permanent fixture in Brazilian civic life, proving that open data is only truly "open" when it is accessible to the person in the street.

Results
Brazil loses about $40 billion per year to corrupt politician spending. The Transparency Card system delivers spending data updates of over 500 politicians. The innovation was launched four weeks before the elections. It resulted in 432,225 active cards. Over 20,234,441 notifications were sent. One representative, Pablo Oliva, spent $23,000 on a private jet. Chiquinho Brazão spent R$ 5,857.44 at a gas station. News reports indicated that a congressman's gas expenses would be enough for 5 weekly trips to SP. The campaign helped boost transparency as a crucial election topic. After the new president's election, the Access to Information Law was enforced again, leading to all previously hidden expenses being added to the platform, along with all newly elected congress members.
